During the last Bangladesh Prime Minister Sheikh Hasina's visit to India, there was a possibility of reaching a settlement on Teesta water distribution, but it did not happen.

In addition to the construction of various infrastructure related to Teesta coast management, flood control dams and various types of infrastructure will be built to eliminate water shortage during summer. Since Bangladesh has a long-standing dispute with India over Teesta water sharing, arrangements will be made to retain water during the dry season. Among the issues that have dominated the project so far, three are important—dredging the riverbed, revetment or embankment repair and embankment, and land reclamation. Apart from this, there are also plans to repair flood dams.

If this project named 'Teesta a River Comprehensive Management and Restoration' is implemented, a 220 km high guide dam, river drive, hotel-motel-restaurant, modern city and tourist center will be developed along both the right and left banks of the Teesta river. Apart from this, several lakh hectares of agricultural land will be saved and afforested. It is said that the two banks of the Teesta will be modernized on the model of China's Huang Ho River and Suqian City through the master plan. There will be Marine Drive on both sides of the embankment. Modern irrigation projects and agricultural farms with machinery will be built. At the same time satellite cities will be built on both banks of the river.

The two banks of the Teesta will be developed on the model of Suqian City in East China's Jiangsu Province. For this, approximately 9 thousand crore taka can be spent. B | ”                    在教授项目上栽过跟头,沈海心有戚戚。他所在机构早年前投了某高校教授创立的AI项目的种子轮,教授是创业和终身教职“两头兼”,每周投入到项目的时间和精力有限。一开始还算顺利,但随着公司扩张以及行业竞争,问题开始浮现,量产更是一拖再拖。                   最为致命的是,在公司发展的关键时期,教授因高校工作错过了关键融资节点,多米勒骨牌随之层层倒下,最终导致公司资金链断裂。

C | 沈海的基金前前后后投入两轮融资的钱,都打了水漂。                   放眼创投圈,这样“两头兼”的教授不在少数,他们把开公司当副业,一旦和学校主业冲突或者创业不顺,就立马撂摊子回归学校。还有部分教授创始人看不懂融资条款,但又尤其在意估值,不能比师兄师姐低,创业似乎沦为“面子工程”。                   主投硬科技,沈海见过太多这样的故事,“这种心态是没办法创业的。

D | 创业本是九死一生的冒险,没有背水一战的决心和魄力,反而心存退路,极易半途而废。”现在,他在筛选项目时第一条就是——不投未脱离高校职位的教授。

E |                    “现在套路变了,导师学生毕业出来融资,导师当大股东。”一位投资人说起他的观察,有些项目初创团队全都是教授的学生,不愿意引入擅长市场化运作的合伙人,内部重大决策几乎全看导师的脸色,堪称“学术界”的家族企业,最终落得一地鸡毛。                   现实总是更为残酷,当时多么仰慕教授的光环,后来的教训就有多深刻。正如施一公院士早就一针见血:“人不可能一边做大学教授,一边做公司管理人员,一边还要管金融。”                    二、“不再迷信科学家创业”                    更大的矛盾隐藏在理想与现实的碰撞之间。                   总结来说,部分科学家创始人多以课题组的形式创业,把公司当实验室来管理,还有一个共性是:他们往往痴迷于技术突破,忽视市场的真实需求,缺乏商业化思维,难以跨越实验室到市场的鸿沟。

F |                    元生创投合伙人李克纯分享一段自身经历。此前,他曾接触一位科研能力深厚的创始人,最终却因管理短板导致项目陷入困境:                    某清华老教授创办的超声手术刀项目,是国内首个拿证的企业,当年基金在注资后控股,还从全球TOP级药企挖来8人团队,三个月内便实现1000万回款,教授创始人也欣喜不已。                   但半年后问题暴露:她排斥销售团队的市场化运作,认为“吃饭送礼”有违学术原则,最终导致核心团队流失,项目陷入停滞。                   所幸,该项目最后被接盘,元生创投以三倍回报退出。即便如此,这一经历依旧极具警示意义。                   四川发展生物医药产业集团基金事业部负责人黄靖感同身受。她说起一个教授创业失败的案例:某项目因核心科学家管理能力薄弱,痴迷追逐学术热点,盲目拓展多条产品管线并扩张团队,最终导致企业破产。

G |                    青域基金合伙人聂荣锋投了十余年新材料,这条赛道的创业者多是出自于高校科研院所的教授,或者博士毕业的技术型人才,他们必然要经历书架到货架的真金火炼,但很多倒在了从实验室到量产的阶段,“我们投过的新材料企业,超过一半的失败,都是在这个阶段。

H | ”                    技术的情怀最终还是要落到现实的商业世界。一家专做技术成果转化的公司“巴士底”的一则数据让人意外:美国高校教授创业的失败率达到惊人的96%-97%,成功率仅约3%。                   “不懂商业规则的技术狂欢,本质是资本的无底洞。”有投资人如是感叹。渐渐地,“VC/PE排队找教授退钱”的声音开始密集传来。                   三、不要一竿子打死敬畏创业                    “投资本质是商业行为。”投资人们不约而同地强调。

I |                    创业路上,技术优势固然重要,但更关键的是打破“技术至上”的思维定势。复盘下来,多数教授创始人擅长0到1的科学突破,却未必具备1到10的工程化能力与10到100的商业化思维,而后者恰是体现商业价值与社会价值的核心环节。                   李克纯提醒,技术研发与产业落地之间的“鸿沟”,单靠科学家个人难以跨越。

J | 真正的创业智慧,在于以开放心态组建互补型团队——不懂市场就找营销专家,不懂管理就引入职业经理人,这才是穿越周期的核心能力。                   “但也不要一竿子打死。

K | ”一位与高校教授打交道多年的投资人表示,很多教授创业,无论是在人脉还是技术,都是碾压市场的。                   这一幕,中科创星创始合伙人米磊看在眼里。

L | 他分析认为,硬科技成为一级市场的主要投资方向,局部方向可能也有泡沫产生,再加上部分科学家因缺乏商业认知导致项目失败,引发市场对科学家创业的质疑。                   “这种反思是好的,但也不能由此以偏概全、矫枉过正,甚至认为科学家创业完全不靠谱。”米磊强调,在硬科技时代,科学家创业仍然是大势所趋。                   他进一步指出,投科学家创业的门槛很高,需要投资机构有长时间的积累、学习和迭代,对技术形成深刻理解和判断。同时,能够给科学家匹配相应的资源,帮助科学家跨越技术和市场之间的鸿沟,提升创业成功率。

M |                    时至如今,科学家创业早已成为这个时代无法忽视的浪潮,在生物科技、半导体、可控核聚变、量子计算等技术密度极大的领域,都能看到他们潜心钻研的身影。                   创投圈不乏教授创业封神的案例,正如:中科院计算所研究员及博士生导师陈天石创办寒武纪、香港中文大学信息工程系教授汤晓鸥创立商汤科技、香港中文大学终身教授贾佳亚创办了思谋科技、慕尼黑大学计算机博士余凯创立地平线......更别提李泽湘、施一公两位教授创业“鼻祖”。                   回想2017年,《人民日报》曾呼吁,不宜对科研人员独立创业过度“发难”。                   “天生不会,不代表永远不行,不能因为一些科研人员不擅长经营,就完全关上他们创业的大门。”                    这句话放到现在,依旧意味深长。
